FISCAL MANAGEMENT OPERATIONS GUIDE

 

Introduction

The Fiscal Management Operations Guide developed at the University of Texas at San Antonio is intended to provide information needed at the division and/or department level using a "one-stop shopping" approach to fiscal and budgetary operations.

To produce the Fiscal Management Operations Guide, subject matter experts from Business Affairs developed procedures that provide guidance and instruction for business transactions involving fiscal and budgetary operations. Once produced, guidelines were sent to the Institutional Compliance Office for formatting and web placement.

The collaborative effort to produce a quality product was the single most driving force behind the creation of this guide. We realize that although every participant worked hard to produce a comprehensive guide to fiscal and budgetary matters, there may be some areas in which further explanation is required, clearer instructions may be necessary, or pertinent information may have been omitted. As a result, we welcome an encourage users of this guide to provide the Office of Institutional Compliance with comments regarding the contents of this guide.

UTSA Policy:

The intent of the Fiscal Management Operations Guide is not to replace the original text found in the Regent's Rules and Regulations, Business Procedures Memorandums and/or the UTSA Handbook of Operations Procedures that relate to fiscal and budgetary matters. But, instead to present administrative, budget and financial instruction and guidance in a single Operations Guide. Forms required to carry out the various transactions may be found in the appendix of this guide.
