The 71st Legislature added provisions to the TEXAS EDUCATION CODE (See Sec. 61.0571) to require that institutions of higher education establish policies to encourage and assist minority and women-owned businesses in bidding for contracts, subcontracts and open market purchases.
The University of Texas at San Antonio adapted the definition and description of a minority or women-owned business as described by the Texas Building and Procurement Commission.
To comply with these provisions and to bring uniformity to the procedures of The University of Texas System for contracting with minorities and women-owned businesses, the Board adopted the Policy on Contracting with Minority and Women-Owned Business Firms. This policy is described in the University of Texas Board of Regents guide.
It is the mission of The University of Texas at San Antonio HUB Program to encourage minority and women-owned businesses to bid on contracts, subcontracts and open market purchases and to assist those businesses in that bidding. The University of Texas at San Antonio HUB Program is committed to assist those businesses in the bidding and procurement process. The University of Texas at San Antonio policy is described in the Handbook of Operating Procedures, Sec. 9.26.
This policy applies to all procurement and contract activities of The University of Texas System and component institutions, including auxiliary enterprises. The University adopted the definition of a "Minority or women-owned businesses" as described by the Texas Building and Procurement Commission, Texas Administrative Code, Title 1, Part 5, Chapter 111, Subchapter B, Rule 111.12.
