Spotlight
on..... Frank Quest, IIIFrank Quest, III, grew up in a small town in Pennsylvania, and upon high school graduation went to work in the steel mills. After two years, Frank joined the U.S. Navy. He met and married his wife, Nancy, while stationed at Misawa, Japan where their only child Diane was born. Frank was discharged from the Navy in 1978, moved to San Antonio, and attended San Antonio College while working at Lackland AFB. He reenlisted in the Navy
in 1980. While serving at the Naval Reserve Center in Houston, he was
awarded Sailor of the Year and was advanced to Chief Petty Officer.
After several more assignments, Frank retired in May 1993.
Returning to San Antonio,
Frank began his career with UTSA in the Physical Plant department.
He quickly advanced to the position of Administrative Assistant I in
charge of Vehicle Services. While in that position, he was
instrumental in implementing the Voyager gas card program. When
the Downtown campus was established in 1997, he was hired as a Mail
Supervisor to establish the Downtown Mailroom and Receiving Department.
When the UTSA records
storage facility was moved to the Downtown campus in 2003, Frank assumed
the additional responsibility of Records Retention Officer and was
promoted to the position of Manager, Mail Services last year. |

| Business Affairs ‘Welcome’ Breakfast | |
|
Beginning in June, a new program, hosted by Kerry Kennedy, will be implemented for all newly hired Business Affairs employees. Each new employee will be asked to attend a one-hour ‘Welcome’ breakfast with their direct supervisor to view a newly produced 10-minute video that describes the multi-faceted operations of the Business Affairs division and includes a welcome from Mr. Kennedy and each of his direct reports. In addition to the video, Mr. Kennedy will discuss the Business Affairs mission, vision and Celebrating Excellence program to emphasize our visible commitment to excellence. The video will ‘premiere’ at the May 25th Business Affairs Forum. |

The Benefits office has received numerous telephone inquiries regarding Financial Planning and Social Security Retirement. Because of this particular interest, HR is inviting employees to attend their choice of several sessions presented by retirement plan vendors and social security administrative personnel. | Parking & Transportation Updates | ||

Parking and Transportation
Services (PTS) has moved their offices to JPL 4.03.03. Their main phone number
(458-PARK) will remain the same.
PTS will offer public parking during six days of the City of San Antonio’s Fiesta celebration. The lots available to the public will be lots D1 through D5 under IH-35, and the Cattleman’s Square lot. The daily public parking fee during these times is $5 per vehicle, paid upon entry. UTSA parking permits will allow free parking in these lots, but permit holders are encouraged to park in the Durango Loop or Monterrey Building lots during these times to avoid traffic congestion. Garage parking will require a garage permit at all times.
The dates and times during
which public paid parking will be allowed are Fridays, April 21 & 28,
4 p.m. - midnight, Saturdays and Sundays, April 22, 23, 29 & 30, 10
a.m. - midnight.

| T-Shirt Design Contest Update |

Business
Affairs received only one entry for the t-shirt design contest. Please thank Carol Bocchetti,
Human Resources, for her time, effort, and creativity in submitting her
entry below. We hope to have more participation next year, so get those
creative ideas flowing. Thanks Carol!

Laurel Village
Construction Update Construction for Laurel Village, UTSA’s 680-bed, Phase II housing development, has been temporarily placed on hold. The recent construction climate in San Antonio and south Texas created a demand on area contractors and subcontractors that contributed to no bidder participation for this project. Business Affairs, in conjunction with Student Affairs, is exploring opportunities to re-package Laurel Village with an expansion to Roadrunner Cafe in an effort to better serve UTSA’s resident students. |

Physical Plant Building Renovation The Police Department, the Parking & Transportation Services, and Technology Services are expected to join Telephone Services in the Physical Plant Building once design and renovations are completed for the 20,000 square foot building. Programming and design for the new ‘tenants’ will begin soon, and once completed, a projected construction completion date will be announced. It is anticipated that Student Affairs will utilize the space to be vacated by the Police and Parking departments in the MS Building for core learning and teaching facilities. More specific plans for the vacated MS and Sciences Building space will be finalized in the near future. Additional details will be provided as they come available. |
