Dwayne Williams

Associate Director, Special Programs
Center for Information Assurance and Security at The University of Texas at San Antonio

Dwayne Williams joined the Center for Infrastructure Assurance and Security in 2002 as a Senior Researcher and has over 21 years’ experience in information systems and network security. Mr. Williams experience includes six years of commissioned military service as a Communications-Computer Information Systems Officer in the United States Air Force, specializing in network security, corporate information protection, intrusion detection systems, incident response, and VPN technology. Prior to joining the CIAS, he served as Director of Consulting for SecureLogix Corporation where he directed and provided security assessment and integration services to Fortune 100, government, public utility, oil and gas, financial, and technology clients. During his time at the CIAS, Mr. Williams co-founded the Collegiate Cyber Defense Competition program and the CyberPatriot National High School Cyber Defense Competition.  Mr. Williams is currently the Director of the National Collegiate Cyber Defense Competition and oversees overseeing the development of the technologies used in CyberPatriot competitions. Mr. Williams holds the Certified Information Systems Security Professional (CISSP), CompTIA Advanced Security Practitioner (CASP), and National Security Agency Infosec Assessment Methodology certifications and is co-author of Voice and Data Security, Security+ Certification, CASP CompTIA Advanced Security Practitioner Certification Study Guide, and Principles of Computer Security.

Rayford Sims

Rayford Sims joined the Center for Infrastructure Assurance and Security in 2008. Mr. Sims currently holds the title of Assistant Director. He has over 12 years experience in information technology and security including security management, network infrastructure design and implementation, software architecture and development, and operating system administration and security. He has managed and led software development and system administration teams in both commercial and government environments. Prior to joining the CIAS, Mr. Sims served as a Manager at Deloitte & Touche where he managed and led security controls reviews, compliance efforts, security and vulnerability assessments, wireless assessments, firewall audits and security technology implementation for a wide array of Fortune 100 companies in various industries. Mr. Sims obtained a Bachelor of Arts Computer Science - Economics from Claremont McKenna College and holds the credentials of Certified Information Systems Security Professional (CISSP).​

Don Ryan, III

Donald Ryan III originally joined the Center for Infrastructure Assurance and Security in 2008.  After a two-year absence, he returned to the Center in 2014.  He currently holds the title of Senior Information Security Project Lead.  Mr. Ryan has over 16 years’ experience in information technology and security.  His experience includes network engineering and security, certification and accreditation and policy in both public and private sector organizations.  He served as a Security Architect for a prominent Texas financial institution in his time away from CIAS.  Prior to joining the Center in 2008, he served as a Security Engineer on contract with the United States Air Force, where he provided information security support for the Department of Defense’s medical evacuation system.  Mr. Ryan also supported the Drug Enforcement Administration’s information security policy and certification and accreditation activities.  Mr. Ryan is a Certified Information Systems Security Professional (CISSP) and holds a Master’s Degree in Information Assurance from Norwich University.
