General Statement
The Rules and Regulations of the Board of Regents of The University of Texas System require that the Chief Administrative Officer of each component institution prepare rules and regulations for the governance of the institution in the form of a Handbook of Operating Procedures. These rules and regulations are subject to the approval of the Executive Vice Chancellor for Academic Affairs of The University of Texas System. They may not conflict with any part of the Regents' Rules and Regulations. If a conflict arises between any provision in the Handbook of Operating Procedures and any provision in the Regents' Rules and Regulations, the provision in the Regents' Rules and Regulations prevails and overrules any other provision.
Official policy of The University of Texas at San Antonio (UTSA) is contained in the Regents' Rules and Regulations and the UTSA Handbook of Operating Procedures. Other documents pertinent to the administration of UTSA are (1) the official current Catalog of UTSA that is approved by the Executive Vice Chancellor for Academic Affairs and the Board of Regents, (2) the various Administrative Memoranda issued by the President of UTSA, (3) The UTSA Student Guide, and (4) special official publications and documents such as the Affirmative Action Plan issued for special purposes.
