Citations & Appeals
UTSA PTS now offers online convenience of citation payments and online appeal submissions.

You have an opportunity to appeal parking and traffic citations issued on campus through UTSA Parking and Transportation Services (PTS). Appeals may be requested by completing a the on-line appeal form below or through an email. The PTS appeals process not only provides you with an objective review of your appeal, it also provides PTS an opportunity to evaluate University rules and regulations for parking and traffic.

Expedite your appeal process with the convenience of using our online appeals form! Time Limit - You must make your appeal within 14 calendar days of the date the citation was issued. After 14 days you lose your right to appeal. APPEALS WILL NOT BE ACCEPTED AFTER THE FOURTEEN (14) CALENDAR DAY DEADLINE.

A PTS Appeals Officer reviews your appeal and makes one of these decisions: Reduced, Warning, Denied, or recommends that the ticket be voided. If you are not satisfied with the decision of the Appeals Officer you may post a bond in the amount of the citation and resubmit your appeal so that a final decision can be rendered by the Appeals Panel, which is comprised of members of the faculty, staff, and student body.  The decision of the Appeal Panel is final.

Submit your appeal via email to citationappeals@utsa.edu if you believe your parking citation was issued in error, you may submit an appeal using the following guidelines:

Required Information: (include all of the following information with your appeal)

  • Name
  • UT ID number or Student ID number (if applicable)
  • Permanent address
  • Daytime phone number
  • Citation number
  • A copy of the actual citation
  • Reason for appeal
  • Vehicle plate number including state *
    needed only if appellant does not have a copy of citation issued
  • Permit number
    for permit holders; necessary only if citation issued is for No Permit

All parking citation appeals are reviewed by an Appeals Officer. When PTS receives your appeal, the Appeals Officer will:
  1. Read the appeal and review the information on the citation.
  2. Review the Parking and Traffic Rules and Regulations that are relevant to the appeal.
  3. Review other information, such as area maps or digital photographs of signs in the area.
  4. Make a decision on the appeal.

The decision of the Appeals Officer is based on the type of violation, any previous citations, area signage, existing parking permit, and your reason for appeal.

The Appeal's Officer makes one of the following decisions after review:

  • Reduced means that the amount of the fine is reduced. Payment of the reduced fine is still required.
  • Warning means the appeal was granted. The citation is reduced to a warning and the fine is waived.
  • Denied means that your citation has been upheld. You must pay the fine of the original citation.
  • Recommend means that the citation has been voided and the fine is waived.
Some of the most common defenses used in appealing tickets, all of which are normally rejected by the Parking and Traffic Committee, include:
  • "I admit I was illegally parked, but I was only gone a few minutes."
  • "I knew it was a no-parking zone, but cars park there all the time and never get ticketed."
  • "I was using my personal car for university business."
  • "I didn't know I couldn't park there."
  • "I was ill and had to use the restroom.
