This is the Nano Ball, a fountain energized by recycled water (when we're not in Stage 2 water restrictions). It is the centerpiece of the Nano Plaza, which was dedicated in 2010 and is an homage to nanotechnology. It's located between the Applied Engineering and Technology Building and the Biotechnology Sciences and Engineering Building.
