New Positions
New positions can only be established with approval in advance, either through the formal budget process, or by the respective executive area during the budget year, once a permanent source of funds has been verified by the Vice President for Business Affairs. Any costs associated with filling a new or vacant position must be identified and funded within the respective Executive Officer's current base budget prior to making an offer. Lapsed salaries or other "one-time" money cannot be used for permanent commitments.
The Legislature has put a cap on the number of FTE at all state agencies, including institutions of higher education. UTSA will have to justify any increase in FTEs over the cap to both the Board of Regents and the Legislative Budget Board. Therefore, it will be necessary to monitor FTEs by requiring that all new positions (not in the budget) be processed through the Office of the Vice President for Business Affairs. The intent is to mange the problem centrally with minimal disruption to campus operations.
